Add ham radio profile with FLEcli package

Introduces a custom packages overlay (pkgs/) for packages not in nixpkgs.
Adds FLEcli v0.1.7 for processing amateur radio logs (SOTA, POTA, WWFF).
Enables ham-radio profile on beefy.
