Add CI pipeline with lint, typecheck, and unit tests
Creates Gitea Actions workflow that runs on pull requests and pushes
to main. Enforces quality gates (lint, typecheck, unit tests) in CI,
complementing the local Lefthook pre-commit hooks.

Features:
- Node.js 24 with pnpm 10 setup
- pnpm dependency caching for faster runs
- Linting with biome
- TypeScript type checking
- 950 unit tests via vitest

Completes P5.3 from the implementation plan.

This is a Next.js project bootstrapped with create-next-app.

Getting Started

First, run the development server:

npm run dev
# or
yarn dev
# or
pnpm dev
# or
bun dev

Open http://localhost:3000 with your browser to see the result.

You can start editing the page by modifying app/page.tsx. The page auto-updates as you edit the file.

This project uses next/font to automatically optimize and load Geist, a new font family for Vercel.
